For the second consecutive report, the city of Madrid once again leads the survey carried out by the United Nations (UN) on the development of online governance of local institutions. The 2022 United Nations e-government survey places Berlin and Madrid at the top, ahead of other cities such as Copenhagen, New York, Paris or Singapore.
The study evaluates the e-government portals of selected cities using the Online Local Services Index (LOSI). The UN has carried out this report every two years since 2018, when it began as a pilot study evaluating portals in 40 cities, expanding to 100 cities in 2020 to the current 193 in the 2022 report.
The ' Our Common Agenda' report , presented by the Phone Lead Secretary-General to the General Assembly in 2021 , highlighted the importance of cities as "crucial and innovative drivers of today's global change." Cities play a central role in public life and how they perform has a direct daily impact on people.
“Facilitating interaction and engagement within local communities is one of the main responsibilities of municipal authorities. The availability of public participation mechanisms is vital because progress is impossible unless people have a way to express their needs, provide feedback and influence the direction of local government policies and practices,” the UN highlights.
More and more people live in cities. Urban populations are expected to increase in all regions, reaching 5.1 billion inhabitants by 2030 , or 60% of the world's population.
It is imperative that strong e-government structures are in place at this local level to accommodate current and future demand. Urban residents are twice as likely as those who live in rural areas to use the Internet. One of the most effective ways to improve government is to regularly review, advise and evaluate government portals. A well-functioning portal can make a city more liveable and local.
The LOSI 2022 comprises 86 indicators related to five criteria: institutional framework (8), content provision (25), service provision (18), participation and commitment (17) and technology (18).
